Senior PPP Expert for project and advisory work in sub-Saharan Africa, North Africa, the Middle East, Asia Pacific, with over 40 years professional background. With 15 years’ experience at the World Bank, he has gained outstanding experience in project preparation and PPP support services, including options analyses and contract design & structuring, and regulations.
His PPP project experience & expertise includes strategic advice and capacity building on water sector institutional reform, change management and public-private partnerships (PPPs) in water infrastructure, financial structuring, options analyses, contract structuring and design, and regulation. Specific expertise includes (performance-based) PPP transactions, procurement (preparation of bidding documents, supervision of the tendering process and

He has led large multi-disciplinary teams with members from different departments, in advisory support to client governments, involving the development of innovative forms of PPPs, strategic advice in managing change, sector wide and at utility level, and analytical in-depth exploring of complex financial issues. Specific expertise includes PPP, BOT and DBF innovative (performance-based) transaction design, procurement (preparation of bidding documents, supervision of the tendering process and implementation) of the private operator, regulatory framework, OBA schemes, asset management, civil society and community-based and local private sector solutions. He has also lectured and presented papers at over 135 international events and organizations worldwide.
With over 40 years of professional experience in water and sanitation sectors including IUWM, he has also assisted the newly formed 24 Regional Operating Companies (ROCs) in Romania in their transition through improved benchmarking and performance support and result in the highest level of operating efficiency. He provided consultancy services for the analysis and design of the institutional, regulatory and legal framework for urban water services in Bauchi State, Nigeria. He has worked for European Investment Bank to identify investment opportunities in 8 African countries: Angola, Burundi, Congo Brazzaville, Ghana, Kenya, Rwanda, Togo, Zambia. Other professional experiences included the provision of consultancy service infrastructure consortium for African Development Bank and consulting the Infrastructure Consortium for Africa.
